MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 12th SEPTEMBER 2023 AT 7.00PM

42/23 MINUTES OF PREVIOUS MEETING OF TUESDAY 9th May 2023
It was proposed by Cllr North and seconded by Cllr Williams to accept the minutes of the last meeting.
It was resolved to accept the minutes as a true copy of the meeting

43/23 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

44/23 CLERKS REPORT INCLUDING MATTERS ARISING
Clerk reported that:-
The reply had just now been received from West Lindsey District Council to say that the CiL request for the Burton Waters website design did meet CiL requirements. All members of the PC had seen the application papers. It was discussed that members were in favour provided that the website linked to the Parish Council website and it advertised the Church and Estate club in Burton village so all amenities were reflected. It was proposed by Cllr North and seconded by Cllr Scott. Resolved All in favour
The PC website had now been running for several years and there was a possibility of it having a health check with P. Langdon who is serving over 100 Lincolnshire Parish Council websites at their request. The minimum is 5 hours for £85.00. It was proposed by Cllr North and seconded by Cllr Williams that the health check should take place. Resolved All in favour

It was proposed by Cllr North and seconded by Cllr Culliford to accept all the
payments made since the last meeting and to accept the current balance. Resolved All
in favour.
(c ) Appointment of Auditor.
Cllr North proposed the CHewis should remain as auditor for the forthcoming year. Seconded Cllr
Hyde . Resolved All in Favour
(d) Precept 2023/2024
The Clerk reported for at least the last couple of years the Parish Council had been spending
their reserve pot. Some of that reserve pot had been needed now to pay actual running
expenses. The Clerk had prepared the information sheet as to basic running costs.
The precept had not been increased for at least 12 years . Therefore, consideration had to be
given to an up lift in the precept application. After lengthy debate it was agreed that a request
would be made for £8,000.00. This would cover day to day running costs and allow for project
grants.Cllr North proposed £8,000.00 as a precept application. Seconded by Cllr Scott. Resolved

46/23 Highways
Survey
Cllr Culliford had considered the survey from Lincolnshire County Council as circulated by the Clerk. However, it was not possible to complete it on behalf of others. Therefore, it was agreed to be circulated again and individuals should complete it.
Fen Lane
Cllr North reported that she and Cllr Culliford had done a tour and taken a video. Cllr Culliford agreed she would send off the video to the Highways department and ask them to consider it. She would circulate it in advance for any additional comments.
Grass Cutting
The grass on Middle Street was causing a problem. They would relook at it and see what was needed. It did not look to have been cut on 21st August. Clerk to check. Also clerk to contact the footpath officer as the footpath was becoming so over grown to be blocked.

Planning Enforcement
Squirrel’s Leap work undertaken on the property without planning permission
Main Street Burton fencing being investigated.
48/23 Scampton RAF Base
A letter to Robert Jenrick MP had been circulated. It was proposed by Cllr North to
send it and seconded by Cllr Hyde . Resolved All in favour.
49/23 Fibre Broadband Connection
Cllr Richards confirmed that she had had no further up dates so it was hoped for an autumn roll out.
50/23 Rememberance Wreath
It was proposed by Cllr North and seconded by Cllr Russon that the usual wreath would be purchased. Resolved All in favour.
51/23 Christmas Tree
Cllr Russon left the room.
Cllr North proposed that as with every year they would obtain a Christmas Tree for the Estate Club from T. Russon. Seconded by Cllt Richards. Resolved All in favour.
