MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 14th March  2023 AT 7.00 PM

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde, Cllr Culliford as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Group and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

 

15/23                    MINUTES OF PREVIOUS MEETING OF TUESDAY 17th January 2023

                                                             

It was proposed by Cllr Marriott and seconded by Cllr Culliford to accept the minutes of .meeting 17th January 2023

 

                           It was resolved to accept the minutes as a true copy of the meeting

16/23                 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                          None

 

 17/23                   CLERKS REPORT INCLUDING MATTERS ARISING  

Clerk reported the following:-

 

Burton Parish Council had been approached by the action group uniting the parish council response objecting to the large solar panel infrastructure project. Burton Parish Council had already agreed to the joint statement objecting but now had to decide whether although not directly affected they could become Interested Parties for the purpose of the planning application. It was proposed by Cllr North and seconded by Cllr Marrioot. Resolved All in favour.

Scampton Parish Council had written inviting local parish councils to a meeting on Monday 20th March 2023 at 7.30pm to look at the future proposals for the location. Parish Councillors would consider whether to attend.

                           It was proposed by Cllr Marriott and seconded by Cllr Russon to accept all the

                           payments made since the last meeting and to accept the current balance. Resolved All

                           in favour.

(c)                      Cllr North proposed C.Hewis to act as external auditor . Seconded Cllr Russon Resolved: All

                           In favour

                    

(d)                        CIL Payment Cllr Mariott raised the possibility of using some of the funds for advertising businesses

                           and Farmer’s Market at Burton Waters. Cllr Marriott agreed to costs associated with the proposal.

                           It was agreed to adjoin discussion on spending the payment until next meeting.

                           Clerk to pursue alternative banking arrangements to ring fence those funds.

       

 19/23                 Highways      

                           Fen Lane

                           Cllr North reported that she had had no response so she would raise with Cllr Brockway

                                                      

  20/23                Planning Matters

                           Cllr North referenced the following planning matters:-

                                          Planning 144560 Squirrel Leap’s Comments had been sent in Conservation

                                          Officer had responded in a similar way. Outcome awaited..

                                          Planning 145475 Woodcock Lane Burton Waters. Comments had been sent in

                                          Cllr Marriott to attend the Engagement Event on 17th March 2023

                                          Planning 1461122The Waterhouse Comments sent in

                                          Planning 146036 Lorry Park A15/ A46 The time had been extended for the

                                          applicant to respond to comments . Time would be given for the consultation

                                          exercise to be extended.

                                          Planning 146321 and Listed Building Consent 146318. Georgian House Hall

                                          Drive . It was acceptable provided Hall Drive was not damaged. Response to be

 

                          Planning Enforcement had been requested to check on the tree and bush screening removal and fencing but no reply had been received. Clerk to follow up.                             

                                                                                                                  

                        

 21/23                  Fibre Broadband Connection

                            Cllr North reported it was still hoped for end of year roll out.

 

  22/23                 Dates for Meetings 2023/2024

                            Cllr North put forward the following dates which were agreed:-

                            9th May 2023

                            12th September 2023

                             7th November 2023

                             16th January 2024

                             12th March 2024

 

 23/23                  Speeding on Burton Road

                            Cllr Culliford raised the seemingly high speeds of traffic. It was agreed to approach Lincolnshire Road Safety Partnership for support.
