03/23 MINUTES OF PREVIOUS MEETING OF TUESDAY 8th November 2022
It was proposed by Cllr North and seconded by Cllr Culliford to accept the minutes of the last meeting with the inclusion of Cllr Russon.
It was resolved to accept the minutes as a true copy of the meeting

04/23 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS
Councillor Cotton
Cllr Cotton reported
West Lindsey District Council meetings were cancelled due to lack of business
Saxilby was having improvements to the waterway footbridge which might provide a knock on effect at Burton Waters as that would be the crossing point.
The budget meeting was taking place and there would be a cost uplift to council tax.
Cllr Brockway written report was that she was referring the planning application146036 to the Head of Highways.
05/23 CLERKS REPORT INCLUDING MATTERS ARISING
Clerk reported that The Lincolnshire Association of Local Councils had submitted their invoice for membership for £269.74. It was proposed by Cllr North and seconded by Cllr Marriott to renew the membership. Resolved All in favour

It was proposed by Cllr Marriott and seconded by Cllr Russon to accept all the
payments made since the last meeting and to accept the current balance. Resolved All
in favour.
CIL Payment It was agreed to adjoin discussion on spending the payment until next meeting.
Clerk to consider alternative banking arrangements to ring fence those funds.
07/23 Highways

Cllr North reported that she had had no response so she would raise with Cllr Brockway
08/23 Planning Matters
Cllr North referenced the following planning matters:-

Planning Enforcement had been requested to check on the tree and bush screening removal but no reply had been received. Clerk to follow up with Andy Gray.
09/23 Dog Fouling
It was noted that there had been a marked increase in dog fouling in Burton Village
which was disappointing. This may have been residents of the village or those
visiting. It was agreed that the clerk should contact West Lindsey District Council to
discuss further dog bins and increased signage. Cllr North would look to put an
article in The Venture
10/23 Fibre Broadband Connection
Cllr North reported it was hoped for a September/ October roll out.
11/23 Planning Application 146036
Cllr North reported that she had attended a public engagement meeting on 22 November 2022 in relation to this proposal. The application had then been submitted. It was a great concern as it was in the Green Wedge which supported and protected the village and the application was from a highway safety perspective extremely dangerous.
Cllr North attended a surgery with Sir Edward Leigh with the Parish Councillors from Riseholme Parish Council and he fully supported objecting to this application.
Leaflets had been produced and would be distributed to raise awareness in the village and to encourage a response.
Cllr North, Cllr Williams and Cllr Culliford had jointly attended a meeting with Riseholme Parish Councillors and agreed to look to external planning consultants to respond on behalf of both parishes and share the cost.
A Planning Consultant had been located at Burton Waters and Cllr North proposed that Burton pay £1500 plus VAT (to be reclaimed) as their part of the invoice. Seconded by Cllr Williams . Resolved All in Favour
12/23 Chair Report
Cllr North reported that on 16th January2023 there must have been an incident on the A46 as traffic was diverted through Burton Village. Due to the volume of traffic cars parked on the hill had been damaged. It was agreed that the clerk advise the Police that diversion through Burton Village was not appropriate.
