MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 14th September 2021 AT 7.00 PM

34/21 DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND ANY DISPENSATIONS THAT MAY ARISE
Non Pecuniary Interests: Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.Cllr North declared a personal and prejudicial interest in Agenda Item 9 as a member of the Church Committee.
35/21 MINUTES OF PREVIOUS MEETING OF TUESDAY 13th July 2021
It was proposed by Cllr Hyde to accept the minutes of the last meeting.
It was resolved to accept the minutes as a true copy of the meeting

36/21 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS
Cllr Cotton
Full Council had taken place
A new Monitoring Officer had been appointed Emma Redwood. A Deputy Monitoring Officer was to be sought.
Cllr Brockway
Fen Lane repairs were booked in for 21st and 22nd October
Cycling Grand Prix was due to take place on 17th October
Her observations were that the speeds were creeping up and that a camera at the traffic lights would assist.
Burton Water residents had a dispute in relation to mooring rights.
37/21 CLERKS REPORT INCLUDING MATTERS ARISING
The clerk had reported that the computer needed changing and now the printer needed replacing. A quote had been obtained from Rapid Tech a local company and all could be obtained for £750.00.Cllr North proposed the purchase. Resolved all in favour.

WLDC Defibrillator Maintenance Scheme £66.66

It was proposed by Cllr Richards to accept all the payments made since the last
meeting and to accept the current balance. Resolved All in favour
Precept
There was a discussion on the amount of precept to be applied for the next financial year.
Currently there was a reasonable balance. Therefore Cllr North proposed the lower of the
amounts to be applied for of £5,000.00. Resolved All in favour.

39/21 Highways
Fen Lane
The Parish Council noted repairs were to be done to Fen Lane. It was thought that applying for a speed reduction to 40mph might also assist. Further, if the passing places could be tarmacked and signage made clearer.
Grass Cutting Middle Street
Cllr North raised the concern that those walking into Lincoln from Burton had to step onto the road which was hazardous. This was still not cut. Clerk to report.

Planning Enforcement
The outstanding items were to be raised as to progress by the clerk the planning enforcement team direct.
41/21 Remembrance Wreath
Cllr North advised all that traditionally a remembrance wreath was purchased. It was proposed by Cllr Richards that one should be obtained this year. Resolved. All in favour
42/21 Christmas Tree
Cllr Russon taking no part in the proceedings due to an interest.
Cllr North advised that every year a Christmas Tree was purchased for the estate club. It was proposed by Cllr Hyde. Resolved All in favour
43/21 Defibrillator Maintenance
Cllr Culliford reported that all had gone well and both herself and Cllr Richards knew how the maintain the defibrillator.
44/21 Neighbourhood Plan
Cllr North reported that an approach had been made to Burton Waters but that they had not expressed any interest. In Burton village there had been no great interest with the residents. Cllr Cotton advised that there were considerable benefits in having one therefore it might be worth approaching North and South Carlton to see if there was an interest and the villages could join together
