MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 2nd March 2021 AT 7.00 PM

33/20                DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND                    ANY DISPENSATIONS THAT MAY ARISE

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde and Cllr Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.Cllr North declared a personal and prejudicial interest in Agenda Item 9 as a member of the Church Committee

34/20                 MINUTES OF PREVIOUS MEETING OF TUESDAY 11th August 2020

                           

                                 

It was proposed by Cllr Richards and seconded by Cllr Vine to accept the minutes of the last meeting.

 

 It was resolved to accept the minutes as a true copy of the meeting Resolved All in favour

                       

 35/20               REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                             

                           Cllr Brockway:

                           There had been the budget meeting for Lincolnshire County Council with significant budgets and grants from Central Government for the forthcoming financial year .

 

                           West Lindsey District Council finances were also in a secure position with investments providing a good return. Investments made external to the geographic area of West Lindsey were questioned but were making a good return.

 

                           There was a need to be aware of negative equity in terms of financial investing.

 

                          The election for Police and Crime Commissioner was scheduled to take place in May.

 

                           Investigation still taking place in relation to the ex leader of West Lindsey District Council but no Council money was involved.

                           The Monitoring Officer had resigned and was moving. This was a loss to West Lindsey.

 

                           Burton Waters Resident Association had been in contact regarding the leases. Cllr Marriott and Cllr Brockway to discuss.

 

                           Cllr Cotton

 

                           West Lindsey finances were looking good. There was a reasonable increase in council tax but fixed to 3% or £5.00 whichever the greater.

 

                           New Depot to be built at Glentham which is the centre of the District. State of the Art Facilities with capital funding available. To be opened by summer 2021.

 

                           Leisure Centre at Market Rasen opened but without a swimming pool. This is due to running cost not build cost. It is separate from De Aston School.

 

                           Reference was made to the large about of matters that can now go ahead without formal planning permission being required.

 

                                                    

                           Crime Report

Cllr North noted the up dating crime reports which had been sent through. But there was nothing recent to report in the Parish.

38/20                 Highways

 

         

                           Speed Reduction Signs

 

                           Cllr North reported that the grant had been received from IGAS Energy’ The 40mph speed signs were in place on Middle Street. The speed reduction signs were ordered and to be installed by the company hopefully by the end of the month.

                                                       

                            Fen Lane

 

                           The Parish Council continued to be concerned about the ruts on Fen Lane The cost of insurance claims must be getting higher. Cllr Brockway agreed to try and progress matters.

                          

39/20                  Planning Matters

 

                           141528 had been granted

                           141646 had been withdrawn

                           141420 had been granted

                           142210 No decision

                           Hillside Cottage The owner had passed away. The state of the cottage was of concern but assumed it was going through probate

                           Ponds Fen Lane The matter was in the hands of WLDC as works had been undertaken and it was unclear whether planning permission was required.

                           142442 The Orangery. It had just been received. The only comment was there was no objection but that the conservation officer should approve it. Also it was to be noted with concern that the wisteria had been removed.

 

                          

                           

                           

40/20                 St Vincents Church Request for Grant Facility

       

                          Cllr North left the meeting.

                          The grant request was for the improved facilities at the Church. It was proposed by Cllr Vine and seconded by Cllr Richards that £1,000.00 should be made. Resolved All in favour.

                           Cllr North rejoined the meeting

 

                          

41/20                 Vacancy for Parish Council Member

 

                          Cllr Copeland had resigned  and there was not to be a contested election. It was hoped that a co option could take place.

 

 

42/20                  Website

 

                          The clerk advised that the new website as required had been set up. There was universal concern amongst parish clerks that what once had been a straightforward job now had turned into a far more complex task.

 

43/20                  Appointment of Auditors

 

                           It was proposed by Cllr North and seconded by Cllr Vine that C Hewis be appointed as external auditor. Resolved All in favour.

 

44/20                  Meeting Dates 21/22

 

                          The following meetings dates were approved:-

                            9th November 2021

                            11th January 2022

                            15th March 2022

 

45/20                   Lincolnshire Association of Local Council Annual Membership

 

                            Cllr North suggested that LALC could be contacted to see if they could assist in supporting website management.  It was proposed by Cllr Vine and seconded by Cllr North that the subscription should be paid  .
