MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 13th July 2021 AT 7.00 PM

22/21                DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND                    ANY DISPENSATIONS THAT MAY ARISE

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.Cllr North declared a personal and prejudicial interest in Agenda Item 9 as a member of the Church Committee

23/21                 MINUTES OF PREVIOUS MEETING OF TUESDAY 18th May 2021

                           

                                 

It was proposed by Cllr Vine to accept the minutes of the last meeting.

 

 It was resolved to accept the minutes as a true copy of the meeting Resolved All in favour

                       

 24/21               Co option of Parish Councillor

 

                           Cllr North confirmed that she had received a request from Nicola Culliford to become a Parish Councillor and to cover the vacancy. Cllr North proposed that Nicola Culliford become a Parish Councillor . Resolved All in favour Cllr Culliford was warmly welcomed.

                       

25/21                  REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                             

                           Cllr Cotton

 

                            It was back to face to face meetings whilst working within legislative parameters.

 

                           The new depot to be built at Glentham was starting to go up. There might be a food waste collection centre to be included.

 

                           There were staffing changes at WLDC in the senior team which would mean a loss to the District.

 

                           The crematorium at Lea was fully functioning and had been sadly busy. However, reports so far were positive.

 

                           Ian Knowles was coming for a ward tour on 21st July 2021 . He would visit Burton Waters and Saxilby.

                                                    

                           Crime Report

Cllr North noted that there were no updating crime reports. It was agreed for the clerk to chase.

                            A letter had been written regarding the hedge which was now trimmed.

                            All other matters were on the agenda.

28/21                 Highways       

               

                            Fen Lane

 

                           The Parish Council continued to be concerned about the ruts on Fen Lane They had seen the correspondence between a local resident, MP and County Council. The response from the County Council was seen as not adequate. The concern was not for the number of speeding cars in the village but  for the safety of the drivers. It was agreed that the clerk should write an open letter to the County Council advising them of the dangers and inviting them to a site meeting. If that should prove unsatisfactory to gain as much publicity as possible in regard to the problem.

 

                           Grass Cutting Middle Street

 

                           Cllr North raised the concern that those walking into Lincoln from Burton had to step onto the road which was hazardous. It was discussed whether the Parish Council should fund an extra cut. It was concluded that this was the role of the County Council and it was accepted that this was an exceptional year for grass growth. The clerk to refer via Fix my Street.

                          

29/21                 Planning Matters

                           Response to the above had been sent in and the decisions were awaited.

 

                           Planning Enforcement

                           These were discussed with Cllr Cotton and he advised approaching the planning enforcement team direct.

            

                           Central Lincolnshire Local Plan Consultation

    

                           The draft had been considered and there were no further allocations in the parish.

                           It was agreed that a response should be sent in confirming the allocation that maintaining the green wedge and the green space between Middle street and A15 was vital. Further, that there were concerns over battery farms which were hazardous. There should be no development on the “Edge”

                      

30/21                 Neighbourhood Plan

 

                          Cllr Cotton raised the importance of Neighbourhood Plans and the benefits that they could bring. Cllr North confirmed that to date there had been no appetite for a Neighbourhood Plan. It was agreed that via Cllr Marriott they would seek to canvass the views of Burton Waters Management Company which may take the lead and look to inviting them and Cllr England and Neville Brown to the next Parish Council meeting to assess the interest.      

 

                          

31/21                 Defibrillator Maintenance

 

                          It was proposed by Cllr Richard and Resolved All in favour to accept the maintenance plan from WLDC. Cllr Culliford agreed to be the Defibrillator Champion.

                

32/21                  Website Service

 

                          The clerk advised that the new website as required had been set up. There was universal concern amongst parish clerks that what once had been a straightforward job now had turned into a far more complex task. LALC in response had sourced a service to support this process. It was agreed that the clerk should explore what was available.
