MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 9th November 2021 AT 7.00 PM

46/21                    DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND                           ANY DISPENSATIONS THAT MAY ARISE

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde, Cllr Culliford as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.Cllr North declared a personal and prejudicial interest in Agenda Item 9 as a member of the Church Committee.

 

 

47/21                    MINUTES OF PREVIOUS MEETING OF TUESDAY 14th September  2021

                                                             

It was proposed by Cllr Hyde and seconded by Cllr Culliford to accept the minutes of the last meeting.

 

                           It was resolved to accept the minutes as a true copy of the meeting

                           Resolved All in favour    

                     

48/21                  REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                             

                          Cllr Brockway

                           West Lindsey District Council has good financial foundations.

                           West Lindsey District Council is still maintaining a stricter approach to Covid 19

                           The ownership of the paths at Burton Waters is under review.

                           There are large solar farm application in the District.

                           Due to concerns over fire safety in the home there is a request for the use of smoke alarms to be considered.

                            The clerk had nothing further to report that was not picked up elsewhere in the meeting.

                           It was proposed by Cllr Vine and seconded by Cllr Russon to accept all the payments

                            made since the last meeting and to accept the current balance. Resolved All in favour  

                         Cllr North raised whether Burton Estate Club had been paid hire charges for the room. Cllr

                         Richards was to enquire.

 51/21                 Highways      

                           Fen Lane

                           The Parish Council noted that the road closure as anticipated had not taken place. Cllr Brockway would contact Highways  direct as various requests on Fix My Street were not replied to.positively.

                                                      

 52/21                 Planning Matters        

                           Planning Enforcement

                           The outstanding items were to be raised as to progress by the clerk the planning enforcement team direct.

                                                             

  53/21                Neighbourhood Plan

                           There was no interest from Burton Waters North or South Carlton. Cllr Culliford agree to take a lead and see whether a plan would benefit Burton Village and whether Burton Village could be designated as part of the Parish.

                          

54/21                  Fibre Broadband Connection

                           Cllr North reported that she had had a discussion and was awaiting a further discussion regarding residents interests in Broadband connections. Cllr Richards was going to revisit her original project to see if there was now a better way forward.

 

   Meeting ended at 8.00pm Next Meeting Tuesday 11th January  2022.at Burton Estate Club 7.00pm
