MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 18th May  2021 AT 7.00 PM

01/21                Election of Chair

                           It was proposed by Cllr Vine and seconded by Cllr Hyde that Cllr North be the Chair for the forthcoming year. Resolved All in favour

02/21                  Election of Vice Chair

                           It was proposed by Cllr Vine and seconded by Cllr Richards that Cllr Marriott be the Vice Chair for the forthcoming year. Resolved All in favour

 

03/21                 APOLOGIES FOR ABSENCE

                           Cllr Cotton, Cllr Brockway and Cllr Russon.

 

04/21                DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND                    ANY DISPENSATIONS THAT MAY ARISE

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde and Cllr Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.Cllr North declared a personal and prejudicial interest in Agenda Item 9 as a member of the Church Committee

 

 

05/21                 MINUTES OF PREVIOUS MEETING OF TUESDAY 02 March 2021                           

                                 

It was proposed by Cllr Vine and seconded by Cllr Hyde to accept the minutes of the last meeting.

 

 It was resolved to accept the minutes as a true copy of the meeting Resolved All in favour

                       

 06/21               REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                             

                           None. It was noted that there had been no recent Police Reports.

 

                         

 07/21                CLERKS REPORT INCLUDING MATTERS ARISING

                          

                           Clerk’s Report

                                                     

                           No matters were identified that were not on the agenda.

 

                           FINANCE

08/21                  To Agree Final Accounts for 2020/2021

 

                           The clerk presented the accounts which had been compiled by the internal auditor.

                            The Chair went through the accounts and it showed we had a healthy balance for the

                            forthcoming year. It was proposed by Cllr Richards and seconded by Cllr Marriott to    

                            accept the accounts. Resolved All in favour

 

09/21                   To Accept and sign the Annual Audit for 2020/21

 

                            The clerk presented the annual audit including the certificate of exemption as compiled by the

                            Internal auditor; The Information on the accounts reflected good practice. The Chair considered

                            The documentation and requested formal approval to sign. It was proposed by Cllr Vine and

                            seconded by Cllr Hyde to sign off the annual audit. Resolved All in favour.

 

10/21                 TO ACCEPT PAYMENTS MADE SINCE THE LAST MEETING 2 March 2021

It was proposed by Cllr Vine and seconded by Cllr Marriott to accept the payments and balance. Resolved All in favour.

 

                          Governance

 

11/21                 To Review the Council’s Financial Regulations and Standing Orders and Code of Conduct

 

                          All Councillors had received copies of the documents. It was proposed by Cllr North and

                          Seconded by Cllr Vine to accept the documents in this form as governing the Parish

                          Council . Resolved . All in favour

 

12/21                  To Review the Council’s Risk Register

                           The Chair presented the risk register and highlighted the risks to the new speed signs.

                            It was proposed by Cllr Vine and seconded by Cllr Marriott to accept the register.

                            Resolved. All in favour

 

13/21                  To Review to Council’s Asset Register

                           The Chair presented the asset register, It reflected the two speed signs albeit the latest

                            was only recently erected. It was proposed by Cllr Vine and seconded by Cllr Richard to

                            accept the register. Resolved All in favour.

 

14/21                   To appoint Internal Auditor for 2021/22

                            The clerk advised that C Hewis had been compiling the accounts for many years. It was

                             proposed by Cllr North and seconded by Cllr vine that he should be appointed for the

                             following year. Resolved All in favour

 

                             Insurance 

 

15/21                  The clerk reported that they had had an insurance quote from the brokers Came &Co who

                           dealt with Parish Councils. However, due to the increase in value of the assets owned by the

                           Parish Council it was necessary to get a revised quote.

 

 

                        Planning Matters

 

   16/21            Application number 142572 The Waterhouses  Cllr North reported that the conservation officer

                        was involved and were looking at the application. The Parish Council had submitted a response

 

                        Application number 142592 Burton Waters . There were no concerns over the application.

 

                        Planning Enforcement, There were various issues. The clerk agreed to follow up the enquiries.

 

                        Highways 

 

 17/21              Speed  Signs.

                        Cllr North reported that the second set of speed signs had gone up on Middle Street. They

                        functioned well and were a good reminder of the speed limit  

 

18/21               Fen Lane

                        Despite repeated requests work was not to repair the ruts and pot holes. Drainage ditches also

                        seemed to be blocked with tree debris. It was agreed the clerk should approach Cllr Brockway for

                        support.

 

19/21               Manor Lane

                        It was unclear whether the works were complete but the heavy vehicles had cracked the road

                        surface again. Clerk to check also with Cllr Brockway

 

20/21              Vacancy

                       Cllr North introduced Nicola Culliford who was considering taking up the vacancy. She was

                       warmly welcomed by all.
