MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 8th November 2022 AT 7.00 PM

Non Pecuniary Interests: Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde, Cllr Culliford as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Group and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC. Cllr Russon declared a personal and prejudicial interest at agenda item 9
51/22 MINUTES OF PREVIOUS MEETING OF TUESDAY 27th September 2022
It was proposed by Cllr Vine and seconded by Cllr Culliford to accept the minutes of the last meeting.
It was resolved to accept the minutes as a true copy of the meeting

52/22 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS
Councillor Cotton
Cllr Cotton knew there had been a bin collection problem last week but hoped all now resolved. The extra food waste bin was not confirmed.
The last West Lindsey District Council meeting cancelled due to lack of business
Cllr Cotton confirmed he was standing down next May and was also due an operation in January 2023 so depending on dates might not attend the next meetings.
In response to Cllr North comment on blocked gullies it was agreed that the Clerk contact Fix My Street.
53/22 CLERKS REPORT INCLUDING MATTERS ARISING
Clerk reported that Cllr Culliford had raised a resident query on the container situated on land below the Waterhouses . It was thought to be temporary in connection with house renovation.

CIL Payment £ 7,085.19
(£9446.93 will be the total amount to be received with last tranche coming in April 2023)
It was proposed by Cllr Marriott and seconded by Cllr Russon to accept all the
payments made since the last meeting and to accept the current balance. Resolved All
in favour.
55/22 Highways
Fen Lane
Despite the recent meeting progress was still unclear so Cllr North agreed to check the position with highways
..
56/22 Planning Matters
Cllr North referenced the following planning matters:-
PA 145475 Burton Waters This application was still pending but thought it would go to planning committee
PA 145694 Although still waiting back for comments it was agreed the response would be to object.
PA145790 Agree no objections
National Infrastructure Projects Solar Power Cllr Cotton confirmed that West Lindsey District Council were opposed. The Parish had also sent in comments opposing the application.
57/22 Christmas Tree
Cllr Russon left and took no part in the debate
It was agreed to purchase the Christmas Tree from T. Russon for the Estate Club Propose by Cllr North, Seconded by Cllr Marriott Resolved All in Favour
58/22 Fibre Broadband Connection
Cllr Richards noted that Broadband was being connected across the City of Lincoln and it might come out further Cllr Richards would check.
59/22 CIL Payment
The CIL payment was discussed and options for spending it. It was agreed to look into it for the next meeting
