MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 27th September 2022 AT 7.00 PM

PUBLIC QUESTION TIME
Residents from Burton Waters attended to raise their concerns over planning application 145475 for 66 Dwellings off Woodcock Lane
The residents concerns were that the proposed development was not in keeping with the design of the lodge development. They were more in keeping with the “other side” of the Burton Waters development and differed markedly from the original plan. This was for extra care beds which were largely single storey and aimed at elderly people. The current lodge development is for over 55’s , the new proposal is for family homes. There are no facilities for families. The wildlife is abundant and this development will uproot hedgerows and trees. There are no amenities at Burton Waters. There are concerns over drainage and surface water. Residents were advised to respond directly to WLDC as the decision making body. The Parish Council agreed to undertake a site visit prior to submitting a response to West Lindsey District Council.

It was proposed by Cllr Richards and seconded by Cllr Culliford to accept the minutes of the last meeting.
It was resolved to accept the minutes as a true copy of the meeting

The clerk raised the request from the Burton Community Lottery Fund and it was agreed that a “welcome sign” would be an appropriate use of funding.

It was proposed by Cllr Marriott and seconded by Cllr Culliford to accept all the
payments made since the last meeting and to accept the current balance. Resolved All
in favour.
It was proposed to re-appoint C Hewis as the external auditor next year by Cllr Vine
and seconded by Cllr Richards. Resolved All in favour
The setting of the precept for 20022/2023 was considered. Cllr North proposed that
in view of the current balance being healthy there should be no increase. Therefore,
proposed that a precept of £5,000.00 be requested, seconded by Cllr Vine. Resolved
All in favour.

Councillor North confirmed that the works recently undertaken were an interim solution..

46/22 Neighbourhood Plan
Cllr Culliford reported that there was no appetite for a Neighbourhood Plan in the village despite inviting interest. Therefore, it was agreed not to pursue it at this time.
47/22 Fibre Broadband Connection
Cllr Richards confirmed that she had been in email contact with Open Reach but no dates as yet . She agreed to try and re-contact Mr Green.
48/22 Remembrance Wreath
Cllr North proposed and Cllr Richards seconded the purchase of the Remembrance Wreath. Resolved All in favour
