MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 17th May 2022 AT 7.00 PM

24/22 Election of Chair
Cllr North was proposed by Cllr Richards and seconded by Cllr Hyde to be elected
as Chair of the Parish Council. Resolved All in favour
25/22 Election of Vice Chair
Cllr Marriott was proposed by Cllr North and seconded by Cllr Culliford to be elected
as Vice Chair of the Parish Council. Resolved All in favour

27/22 DECLARATIONS OF INTEREST IN ACCORDANCE WITH LOCALISM ACT 2011 AND ANY DISPENSATIONS THAT MAY ARISE
Non Pecuniary Interests: Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde, Cllr Culliford as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Group and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.Cllr North declared a personal and prejudicial interest in Agenda Item 9 as a member of the Church Committee.
28/22 MINUTES OF PREVIOUS MEETING OF TUESDAY 15th March 2022
It was proposed by Cllr North and seconded by Cllr Russon to accept the minutes of the last meeting.
It was resolved to accept the minutes as a true copy of the meeting

29/22 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS
Cllr Cotton
There was an offer from Cllr Cotton to assist with the village signage if possible for which he was thanked.
There was only a slight increase in Council Tax bills.
The purple lidded bin was now at all properties but it was the contents of the blue bin that was causing more of an issue. However, it needed to be correct otherwise the whole load was rejected.
The Annual Council Meeting had taken place and WLDC were back in the Guildhall for meetings.
There was a new planning conservation officer in post.
30/22 CLERKS REPORT INCLUDING MATTERS ARISING
The clerk report on the letter received which appeared to be asking for a contribution to the Armed Forces. It was agreed that this was not an appropriate use of funds and the clerk would advise the company. Cllr Cotton took away the letter.
31/22 FINANCE
TO AGREE THE FINANCIAL ACCOUNTS FOR 2021/22
The Clerk presented the accounts which had been prepared by the external auditor. The
contents were noted and Cllr North proposed and Cllr Richards seconded that they
should be approved and signed. Resolved All in favour
TO ACCEPT AND SIGN ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN
The Clerk presented the ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN as
prepared by the external auditor. It was proposed by Cllr Hyde and seconded by Cllr
Russon that the document be accepted and signed. Resolved All in Favour

It was proposed by Cllr Culliford and seconded by Cllr Hyde to accept all the
payments made since the last meeting and to accept the current balance. Resolved All
in favour.
32/22 GOVERNANCE
Council’s Financial Regulations, Standing Orders and Code of Conduct
The clerk had circulated the above documents and it was proposed by Cllr North and seconded
by Cllr Richards to accept the documents. Resolved All in favour
Council’s Risk Register
The clerk had circulated the Risk Register and it was proposed by Cllr North and seconded
By Cllr Culliford to accept the document. Resolved All in favour
Council’s Asset Register
The clerk had circulated the Asset Register and it was proposed by Cllr North to accept
the document with the addition of the new speed camera Seconded by Cllr Russon.
Resolved All in favour
33/22 Insurance
The Clerk raised that insurance would have to be renewed. It was agreed that the clerk
would arrange for renewal with the best quote
34/22 Highways
Fen Lane
Cllr North reported a very positive meeting with Joe Philips and Richard Fenwick from the LCC Highways Department. Cllr Brockway had also attended. Having driven up and down Fen Lane it was agreed that the signage was incorrect and that Highways would look to design a better system for the laybys including “Priority” system and painting “Slow” on the road near the bridges. Contractors would also be asked to fill in the potholes once the new design was known. Funding was also said to be available. They would wait to hear from Highways.

This had still not progressed so the clerk agreed to follow up.
35/22 Planning Matters
PA 144531Listed Building Consent Manor House A response had been sent.
PA 144560Squirrel’s Leap A response had been sent in. The Conservation Officer was
Not positive.
PA 144743 Kennel Cottage A reply had been sent in.
Planning Enforcement
The clerk had received now received responses from The Planning Enforcement Team and it was hoped matters were progressing.
36/22 Queen’s Platinum Jubilee
A request for funding celebrations had been received from Burton Estate Club and been paid. It would go to support the afternoon tea. Cllr North to follow up on Burton Waters as no request had been received from them.
37/22 Neighbourhood Plan
Cllr Culliford reported that no interest had been received. The only comment was via email from a resident from another village who had advised that having a Neighbourhood Plan had not added any value. It was thought that a follow up survey might be the way forward to attract interest.
