Minutes Of Burton-By-Lincoln Council Meeting Held On Tuesday 17th September 2019 at Burton Estate Club At 7.00 PM

54/19                Apologies For Absence Were Received From

Apologies had been received from Cllr Copeland Cllr Marriott

55/19                Declarations Of Interest In Accordance With Localism Act 2011 And Any Dispensations That May Arise

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde and Cllr Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

 

56/19                 Minutes Of Previous Meeting Of Tuesday 7th July 2019

It was proposed by Cllr Richards and seconded by Cllr Hyde to accept the minutes of the last meeting.

It was resolved to accept the minutes as a true copy of the meeting Resolved .All in favour

 

57/19               Report From District Councillors, County Councillors

Cllr Brockway reported:-

Giles McNeill’s open approach as Leader of West Lindsey District Council was welcomed

They have a healthy budget situation at West Lindsey and are now looking at social reconstruction.

The Crematorium is going ahead and is owned by West Lindsey District Council

Mark Sturgess is retiring and leadership options are being considered.

At Lincolnshire County Council poor member behaviour has been dealt with promptly.

Broadband coverage has improved to 97% of the County.

Fen lane. The pot holes are on the verges not the road. It was agreed that it was the Parish Council had asked for single track which had in part worked but poor driving was destroying the banks.

It was agreed to ask for improved priority signage to be asked for and to write to Burton Hathow school to ask an awareness of speeds through the village.

The Usher Gallery has proved too expensive. The art works will be shown at different venues.

Crime Report

Cllr North presented the crime report in Burton there had car damage. Cllr North reminded all to be extra vigilance now the darker nights were starting.

 

58/19                Clerks Report Including Matters Arising

The Clerk reported;-                          

  1. Lady Monson had not replied to the letter regarding the bus stop so that Bidewells would be written to  remind them of their potential responsibilities. Cllr North reported that the Well Head was being repaired.
  2. The owners of encroaching yew hedges had been advised of the agreement with the Council to keep them trimmed.  
  3. Cllr Hyde raised a fallen tree on The Old Coach Road. Cllr North agreed to write to S. Skinner.

Precept.

The estimated budget was considered and whether there would be further grant applications. It was proposed by Cllr North and seconded by Cllr Vine that the precept request would be £5,000.00. Resolved All in favour    

 

60/19                  Highways

Speed Reduction Signs

The Clerk reported that the signs had been ordered but would take approximately six weeks to be delivered. Cllr North agreed to be present to understand how they operated.

Fen Lane

The matter had been discussed earlier in the meeting.                        

 

61/19                  Planning Matters

139494  Robinswood Outcome awaited

139685 Containerised Storage  Approved

139850 manorside awaited

Odder Farm Broxholme. The decision had been made in favour of the applicants and the residents were now considering their position.                                      

 

62/19                  Bus Stop

There was no formal reply from Lady Monson so it was agreed that Bidewells should be approached. However, as it was not owned by the Parish Council there was nothing that the Parish Council could do.                      

 

63/19                  Internet Connection

Cllr Richards reported they were waiting for costings from BT
