Minutes Of Burton-By-Lincoln Council Meeting Held On Tuesday 9th July 2019 at Burton Estate Club At 7.00 PM

43/19                Apologies For Absence Were Received From

44/19                Declarations Of Interest In Accordance With Localism Act 2011 And Any Dispensations That May Arise

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde and Cllr Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

 

45/19                 Minutes Of Previous Meeting Of Tuesday 7th May 2019

It was proposed by Cllr Vine and seconded by Cllr Hyde to accept the minutes of the last meeting.

It was resolved to accept the minutes as a true copy of the meeting Resolved .All in favour

 

46/19               Report From District Councillors, County Councillors

Cllr Cotton

The District Council now has powers to crush vehicles used for fly tipping.

They are also getting powers to test dog faeces for DNA and similarly test dogs. 

The crime report shows an increase in the seriousness of crimes in Saxilby and if Saxilby were to write to express their concerns it was agreed that Burton Parish Council would support their position.

Cllr Vine raised concerns on the pressure of services and the A57 junction if 400 houses were built in Saxilby.Cllr Cotton agreed and they had opposed the developments for those reasons. However, the planning permissions had been granted in any event.                       

Crime Report

Cllr North presented the crime report in Burton there was victim theft and oil theft.

 

47/19                Clerks Report Including Matters Arising

The Clerk reported;-                          

  1. Following the fatality on the A57 requests had been made for better signage and traffic and noise surveys. Both requests were sent to the Lincoln Road Safety Partnership. There was an report being compiled by the Police but the outcome of the Coroner’s report would advise the way forward.
  2.  Cllr Copeland had reported his response from Edward Leigh in relation of the Fen Lane potholes.

49/19                  Highways

Speed Reduction Signs

The Clerk reported that the Lincolnshire Road Safety Partnership could not confirm which day they could erect the post and we could not order without knowing when the post would be in place as the Speed Reduction signs would be erected by the company. It was agreed that Cllr Brockway would be asked to see if she could progress.

Freedom of Information Response

The response received stated that in the last two years £1,970.00 had been spent on potholes on Fen Lane and one claim had been settled for £104.00.

The Parish Council were of the view that the information supplied might not represent the full picture.

Cllr Marriott raised the height of the grass on the cycle track on the Fosse Dyke. In the first instance he would approach the Canal Trust or the Environmental Agency to get it cut.                           

 

50/19                  Planning Matters

139024  Swimming Pool  The planning application had been granted with the proviso that the gate had to be widened to allow the cars to go in and out. The grant of permission had been for the current occupier only. Environmental Health would now have to be involved.

139494  Robinswood the response was submitted with the further proviso that the annexe should only ever be attached to the main house and not be stand alone

Odder Farm Broxholme. The outcome was still waited. Clerk to check the position.

 

51/19                  Bus Stop

The Lincolnshire County Council had stated that they were not responsible for the Bus Stop. Cllr Russon recalled that it had been erected to celebrate the Queen’s Silver Jubilee on land belonging to Lady Monson. It was therefore agreed that the clerk should right to Lady Monson to see if her stone mason could repair the damage. It was not thought currently to be used as a bus stop.

 

52/19                  Internet Connection

Cllr Richards was looking at getting support for the Gigabyte connection scheme. They will then contact an engineer who will look at the cost.. Cllr Cotton suggested he would offer some support from the Cllr Initiative Fund. This may allow the employment of a bid writer.

 

53/19                 Central Lincolnshire Local Plan

It was unclear why Burton Parish Council had not received a consultation email. However, a response had been compiled that had been circulated. It was proposed by Cllr Richards and seconded by Cllr North that the response would be submitted/ Resolved All in favour.
