Minutes Of Burton-By-Lincoln Council Meeting Held On Tuesday 8th January 2019 At Burton Estate Club At 7.00 PM

 

Present:           Cllr North, Cllr Hepburn, Cllr Copeland Cllr Bell

In attendance: Mrs C Emerson  Clerk

 

Public Question Time

Mr Holroyd attending. He explained he lived on Middle Street and had been concerned for a while over the speed of the traffic. It made it difficult for him to access and egress from his property. He had been in contact with M. Doherty from Lincolnshire Police to register his concerns. Cllr North confirmed that the Parish Council had also been concerned and were looking to do what they could. Unfortunately, previous traffic surveys had not been supportive of a speed reduction. It was agreed to co ordinate the approach. Cllr North explained that the Parish Council were looking to install speed signage within the village.

Apologies had been received from Cllr Vine, Cllr Platts. Cllr Marriott, Cllr Brockway and Cllr Cotton

02/19                Declarations Of Interest In Accordance With Localism Act 2011 And Any Dispensations That May Arise

Non Pecuniary Interests:  Cllrs Bell, Vine, Cllr North and Cllr Platts and Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company. Cllr Hepburn is a non-stipendiary assistant curate in the Diocese of Lincoln; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

 

03/19                 Minutes Of Previous Meeting Of Tuesday 13th November 2018

It was proposed by  Cllr Copeland and seconded by Cllr North to accept the minutes of the last meeting.

It was Resolved to accept the minutes as a true copy of the meeting .All in favour          

 

04/19                Report From District Councillors, County Councillor

There being no County or District Councillor present there was no verbal report. However Cllr Brockway had provided a written up date Cllr North which would be discussed under Odder Bridge Yard                          

Crime Report

Cllr North presented the crime report there was a reference to theft of a bench in Burton Village report and theft from Burton Waters Health Club.

 

05/19                 Clerks Report Including Matters Arising

The Clerk reported;-

The Poppy Wreath and Christmas Tree and been paid.

Lady Monson had responded regarding the potential repair of the Wellhead . Cllr North was visiting the site with the agent for the estate to see if any repairs could be done.

07/19                 Highways

Cllr North reported that the 30mph speed signs had gone up but we were waiting for a pole to put up the final sign. The Clerk reported that there were two options for interactive speed signs and as soon as it was clear that that either were suitable quotes would be obtained from the manufacturer.

Cllr North raised the possibility of radar guns and it was agreed that inquiries would be made.  Clerk to action.

                         

 08/19                 Planning Matters

138635 Cllr North reported that the applicant had confirmed that the applicant had      confirmed that they would replace any trees removed on a two for one basis and ensure that there was minimal impact.

The Waterhouse  There was no further information.

Certificate of lawfulness 138616 Odder Bridge Yard Broxholme. Cllr North reported that this was considered to be in Burton Parish. There was concern from both Broxholme and Cllr Brockway that there had be insufficient evidence adduced to support the application and that it had been made in advance of the consultation deadline. Although consultation was not necessary, WLDC had decided to do so. Therefore, it was agreed to support their complaints.                     

 

09 /19               Precept

The clerk reported that although £5,000.00 had been agreed as the precept for Burton Parish Council as it was an election year, election expenses could be added. In discussion with WLDC it had been concluded that this was unlikely to be a contested election so an extra £372.00 would be applied included. Proposed by Cllr Copeland and seconded by Cllr Bell. Resolved. All in favour.

 

10/19                 Internet Connection

The clerk reported that following the last meeting that had the officer responsible for the internet connection at Lincolnshire County Council agree to include the necessary areas in Burton. However, it was agreed to follow up and check it had been included.
