Minutes Of Burton-By-Lincoln Council Meeting Held On Tuesday 5th March 2019 At Burton Estate Club At 7.00 PM

11/19 Apologies For Absence Were Received From

12/19 Declarations Of Interest In Accordance With Localism Act 2011 And Any Dispensations That May Arise
Non Pecuniary Interests: Cllrs Bell, Vine, Cllr North and Cllr Platts and Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company. Cllr Hepburn is a non-stipendiary assistant curate in the Diocese of Lincoln; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.
13/19 Minutes Of Previous Meeting Of Tuesday 8th January 2019
It was proposed by Cllr Bell and seconded by Cllr Hepburn to accept the minutes of the last meeting.
It was Resolved to accept the minutes as a true copy of the meeting. All in favour
14/19 Report From District Councillors, County Councillor
Cllr Cotton reported as follows:-
The budget had been set by West Lindsey. There would be an increase in Council Tax by 2.99%. The County increase was 4.95%. the Police increase was 11% and the Parish Precept increase was 4.68%.
At Broxholme the Judicial Review was successful. There is a possibility that the land is owned by the applicant. The consultation is still ongoing and decision not yet made.
The Waterhouse application had just been lodged and Cllr Cotton agreed to look at the Hillside Cottage problem.
Cllr Brockway by way of email had confirmed that The Waterhouse application was in and that the Broxholme application was progressing.
Crime Report
Cllr North presented the crime report there was a reference to theft of a purse at Quayside café and damage to a vehicle at Burton Waters.
15/19 Clerks Report Including Matters Arising
The Clerk reported;-
Cllr North reported she had met with Lady Monson’s agent and stone mason at the well head and it was hopeful that repairs could be carried out at a reasonable cost. It was accepted that the parish could not pay.
The overgrown path between Burton and Lincoln had been reported but should be followed up.
Cllr North had taken up the concern of Mr Holroyd and met with the Police. The speed survey had not shown that matters could be taken further. But the Police were helping by showing a presence in the area. 50mph signs cannot be erected.
The property on Hillside Cottages had again been reported due to impact on the neighbours.
The renewal for LALC had just been sent. It was proposed by Cllr North and seconded by Cllr Bell that the subscription should be renewed. Four voted in favour. One against. The subscription was renewed.

17/19 Highways
Cllr North reported that quotes had been obtained for the speed reduction signs. It was agreed by all that data logging was not necessary and that solar powered signs were not suitable. Cllr Cotton raised that there were traffic lights and a pumping station at the bottom of the village so that there maybe electricity. It was agreed that this should be checked. If the event that battery powered system should be purchased it was proposed by Cllr Vine and seconded by Cllr North that the purchase should go ahead up to a cost of £5,000.00 . Resolved All in favour. Installation and service costs to be checked by the clerk.
Cllr North reported that there had been no response to a request for radar gun support.

The Waterhouse An application had just been made.
Certificate of lawfulness 138616 Odder Bridge Yard Broxholme. A response had been sent in.
19 /19 Meeting Dates
The following dates were proposed:-
7th May 2019
9th July 2019
17th September 2019
12th November 2019
14th January 2020
3rd March 2020
It was agreed that the dates were all suitable.
20/19 Internet Connection
The clerk reported that the points raised by Burton Village were to be included in the contract. It was agreed to invite the internet team representative to the July meeting.
21/19 Noticeboard
This was unclear so agreed to defer if necessary.
22/19 External Auditor
It was agreed to appoint C Hewis as external auditor.
23/19 Election
The forms were distributed and clerk provided the updated information. It was for individuals to complete the forms.
24/19 Clerk’s Salary
It was proposed by Cllr Vine and seconded by Cllr North that the clerk’s salary should reflect the up to date rate. Resolved All in favour.
