MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 11th March 2025 AT 7.00PM
Present: Cllr North, Cllr Richards, Cllr Scott, Cllr Russon, Cllr Howard

PUBLIC QUESTION TIME: No members of public attending
Cllr North welcomed Cllr Howard to the Parish Council. All Councillors supported Councillor Howard and were very pleased to have her as part of the Parish Council.

14/25 MINUTES OF PREVIOUS MEETING OF TUESDAY 14th January 2025
It was proposed by Cllr Scott and seconded by Cllr Russon to accept the minutes of
the last meeting. It was resolved to accept the minutes as a true copy of the meeting
Resolved All in favour
15/25 Councillor Vacancy: Co Option
In response to the advertised vacancy one response had been received. As the
applicant had an initial contact with Cllr Marriott, Cllr North suggested that the item
was adjourned until Cllr Marriott could formerly make the proposal. All agreed.
16/25 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS
None

18/25 FINANCE
(a)/(b)/(c) TO ACCEPT PAYMENTS MADE SINCE THE Last Meeting 14th January 2025
3rd February Burton Estate Club Grant £48.00

It was proposed by Cllr Scott and seconded by Cllr Williams to accept all the
payments made since the last meeting and to accept the current balance. Resolved
All in favour.
19/25 Highways
(a) Fen Lane
There had been no response from Highways. Still waiting for an outcome. Cllr North raised that the adjacent landowner had been ditch clearing but unfortunately had left all the debris on the carriage way. It was agreed that this should be reported to see if it could get cleared away.
(b) Bus Shelter Middle Street
Cllr North confirmed that Highways had condemned the bus shelter. It was fully discussed as to whether the Parish Council could offer a solution to keep it or the stone. With great reluctance it was understood that the cost of repair and subsequent maintenance would be too expensive. Further, the Parish Council do not own any land to use for any replacement structure. Therefore it was agreed that Highways would have to proceed.
(c) Water on Manor Lane
Despite request neither Anglian Water or Environmental Health had resolved the problem. Cllr Williams had not been able to get any of the agencies to provide a solution. Agreed Clerk to contact Richard Fenwick..
Cllr Howard raised generally the debris on the road and pavement on Main Street from passing traffic. It was agreed clerk to report to see what could be done.
20/25 Planning Matters
Cllr North referenced the following planning matters:-
WL/2024/00016 Land at A15 Riseholme Roundabout
Cllr North reported that there was no further movement on this application but seeking
the widest publicity for the safety of the A15.
WL/2024/00246 Land on Middle Street Change of use from agricultural land to
canine exercise centre - Granted
Planning Enforcement
Still no outcomes were awaited on fencing at Middle Street. Clerk to chase
21/25 Speed Warning Signs
Cllr Scott confirmed that the Burton Waters Management Company were looking at
the best overall approach for the speed signs and reconfiguration of road signage. It
was still required but would take a little longer due to various other issues.
22/25 Bank Account
The clerk had circulated details from the Hinckley and Rugby Building Society Cllr
North proposed and Cllr William and seconded that the account should be
changed. The signatories were agreed as Cllr North, Cllr Marriott, Cllr Scott and the
Clerk Resolved . All in Favour
