2026 Parish Council Meeting Minutes

PUBLIC QUESTION TIME : Mr and Mrs Myers in attendance to discuss their suggestion of the stopping up of Woodcote Lane.

Mr and Mrs Myers spoke about Woodcote Lane and that that state of the lane was becoming increasingly in poor condition. Highways seemed unable to put right the potholes so that the repair work would last. They not only used the lane for personal access but also for their business. Although, they would prefer the lane to remain the responsibility of the Highway Authority, this did not seem to be a possibility and their business clients were complaining. Cllr Brockway responded by saying that part of the surface water drainage issues which damaged the road needed to be addressed with Anglian Waters. If they or their business clients suffered vehicle damage they should raise with Highways direct or send any photographs to her and she would raise it. The poor quality workmanship was not unique to Woodcote Lane and was being addressed by Highways.

Cllr North and Cllr Howard both raised that many elderly in the village and dog walkers had no other highway to use especially in the winter. Therefore, any diminution of the lane would be a loss to the village. It was agreed that as a way forward photos would be sent to Cllr Brockway and both Cllr Brockway and Mr and Mrs Myers would contact Highways direct to see if the need for repair work could be resolved.

                          Non Pecuniary Interests:  Cllr North, Cllr Richards and Cllr Russon, as members of the

                         Burton Estate Club. Cllr Marriott, as member of the Burton Waters Residents Group. Cllr

                         Phull as a member of Burton Water’s Residents Group Committee Cllr Richards and Cllr

                         North as subscribers to the Burton Church Lottery Fund.; Cllr North is Treasurer for Burton

                        VCC  and a member of Burton VCC lottery committee, Company secretary for the community

                         intelligence group, Cllr North Treasurer to Springline PCC.

                        Cllr Russon declared a personal and prejudicial interest in agenda items 6a) and 6b) and 11

                        And took no part in the meeting.

                          It was proposed by Cllr Williams  and seconded by Cllr Scott to accept the minutes of the

 15/26                REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                           Cllr Brockway reported that Local Government Review was still on track. The consultation was underway. Mr McArdle had been appointed Lead Commissioner for the Government and has told WLDC they must write to Central Government and explain why a case was not put in on their behalf and their case now be included. It was not clear whether due to current national/international events there would be a delay. The outcome would be unitary authorities but with a mayoral layer.

                           Cllr Brockway attended transport meetings with all Lincolnshire Local Authorities although District Council’s don’t get a vote.

                           Cllr Brockway was concerned over the diminution of teaching English to non-English speakers as that service was needed for the local workforce.

                           Cllr Brockway took the view that all information she learned would be shared appropriately. However, she would also suggest more meetings could be on Teams.

                         WLDC had good reserves of £28 million but that should be improved and there was an

                         overhaul ongoing of their asset portfolio.

                        WLDC had put a bid in for Scampton which if successful would prompt the immediate sale

                        to Scampton Holdings. This was a sound commercial plan that would bring investment of

                        circa £2 billion to the region. However, developers were also anxious to step in.

                       Gainsborough had received pride of place money but they were also looking to spend money

                       across the WLDC region not only in Gainsborough itself.

                         Lincolnshire Road Safety Partnership were engaged with the Parish Council.

                         Cllr Brockway to check the position on Fen Lane

       19/26         Planning Matters

                           WL/2024/00016 Riseholme Roundabout Lorry Park. Clerk to check the position

                           WL/2026/00202 Paddle Court Burton Cliff Farm Only recently circulated to be commented on by email.

                           EN0610001 - H2East Pipeline: Humber to Nottinghamshire - EIA Scoping and Consultation and Regulation 11 Notification

                        Not considered a local issue so no reply required.

       20/26.         Speed Warning Sign Cil Funds

                           The clerk confirmed that all that was outstanding was an invoice to the Parish Council which was confirmed as being sent. Cllr Scott reported that the speed cameras were erected and having a positive impact.

                            The clerk confirmed that although she had contacted a local company there had been no response so looking at alternatives.
