MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 20th January 2026 AT 7.00 PM

Non Pecuniary Interests: Cllr North, Cllr Richards, as members of the Burton Estate Club.
Cllr Marriott, as member of the Burton Waters Residents Group. Cllr Richards and Cllr North
as subscribers to the Burton Church Lottery Fund.; Cllr North is Treasurer for Burton VCC
and a member of Burton VCC lottery committee, Company secretary for the community
intelligence group, Cllr North Treasurer to Springline PCC.
3/26 MINUTES OF PREVIOUS MEETING OF TUESDAY 4th November 2025
It was proposed by Cllr Marriott and seconded by Cllr Richards to accept the minutes of the
meeting 4th November 2025 Resolved All in favour
4/26 Councillor Vacancy/ Co Option
Cllr North confirmed she had received no applications via the notice. The Clerk
confirmed that she received no applications via West Lindsey District Council. Cllr
North confirmed that T. Russon had previously stated his willingness to stand and
could confirm that this still remained his position. It was proposed by Cllr North and
seconded by Cllr Marriott that T Russon be co opted onto the Parish Council. Resolved All
in favour
5/26 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS
None Present
6/26 CLERKS REPORT INCLUDING MATTERS ARISING
Clerk reported that the matter outstanding regarding the Parish Council email
address would be considered.

7/26 FINANCE
TO ACCEPT PAYMENTS MADE SINCE THE LAST MEETING 4th November 2025
18th November Bank Service charge £4.25
1St December Clerk salary £380.16
19th December Bank Service Charges £4.25
24th December Clerk’s salary £380.16
CiL Money £8,555.04
Total Balance £11,510.44
Parish Council Funds £2955.40
Cllr North proposed to accept the payments since the last meeting and balance seconded
by Cllr Marriott Resolved All In favour.
8/26 Highways
The clerk confirmed that a report had been made regarding mud on the road to Lincolnshire Highways Department. The outcome was awaited.
Concern was expressed generally over speeding cars going through the village so it was agreed that the clerk would refer it to Lincolnshire Road Safety Partnership.

9/26 Planning Matters
Cllr North referenced the following planning matters:-
WL/2025/01184 Electricity Cabling. This was agreed not to be an issue.
WL/2025/ 00809 Catkin Meadow. This had been refused.
WL/2026/00027 New Farm Fen Lane. West Lindsey District Council had confirmed that
this was not a matter for public consultation.
10/26. Speed Warning Sign Cil Funds
The clerk confirmed that there had now been some information coming back from Burton Waters Residents Group by reference to circulation of the minutes of the meeting
dated 14th October 2025 and subsequent email confirmation that they were looking to purchase the Speed Warning Signs as recommended by Lincolnshire Road Safety Partnership.
The Clerk further advised that West Lindsey District Council had confirmed that CiL Funds could be used to fund the purchase of these signs.
Cllr Marriott and Cllr Scott both confirmed that they had attended site meetings with the Burton Waters Residents Group and Lincolnshire Road Safety Partnership albeit it a while ago and they advised the Parish Council meeting that they were happy with what had been discussed and the outcome of those site meetings.
Therefore, the Parish Council felt that they had sufficient information to decide on whether to fund the Speed Warning Signs based on the following:-
- West Lindsey approved the purchase out of CiL Funds
- The company chosen was the one recommended by Lincolnshire Road Safety
- Partnership.
- The Speed Warning Signs were placed on highway accessed by the general public and placed in the locations as recommended by Lincolnshire Road Safety Partnership.
- The Speed Warning Signs were to be appropriately managed and maintained by the Burton Waters Residents Group.
- The Speed Warning Signs were to be purchased by the Burton Waters Residents Group and the Parish Council would refund the Burton Waters Residents Group up to the maximum amount currently held in the CiL reserve on receiving confirmation of the purchase, information regarding installation dates and copy of the invoice.
- This is a one off payment" and the maintenance cost and upkeep will be up to the residents association.
Cllr Marriott and Cllr Scott declared a personal interest and took no part in the vote.
The proposal was put to the Parish Council by Cllr North to use Cil money to support the purchase of the Speed Warning Signs in accordance with the above requirements. Seconded by Cllr Richards. Resolved All in Favour
11/26 Lincolnshire Association of Local Councils
Cllr North confirmed we had received the annual subscription request for £303.48 and proposed that the Parish Council should pay and remain a member. Seconded by Cllr Marriott. Resolved all in favour
