MINUTES OF BURTON-BY-LINCOLN PARISH COUNCIL MEETING HELD ON TUESDAY 16th January 2024 AT 7.00PM

03/24                    MINUTES OF PREVIOUS MEETING OF TUESDAY 7th November 2023

                           Cllr Marriott agreed to follow up the loss of the second pair of lock gate at Burton Waters. 

                           Cllr Marriott had already written to the Environment Agency but would follow up.                                                          

It was proposed by Cllr Richards and seconded by Cllr  Culliford to accept the minutes of the last meeting.  

                           It was resolved to accept the minutes as a true copy of the meeting

                           Resolved All in favour    

                    

04/24                 REPORT FROM DISTRICT COUNCILLORS, COUNTY COUNCILLORS

                          Cllr Brockway presented the following:

                          Devolution is the main agenda item for West Lindsey District Council. The District Council

                          following discussion have agreed to go ahead as this is a much better deal than last time.

                          There is a financial package but that is dependent on acceptance. Governance

                          and other matters are under consideration.                      

 

                                                    

  05/24                  CLERKS REPORT INCLUDING MATTERS ARISING  

The clerk had been approached for the best location for a call connect bus stop.It was agreed that the best stop if the main bus stop could not be used would be on the corner of Manor Lane and Main Street.

                           The clerk reported that although it had been approved that the website would be funded from           

                            the CiL  no payment had been made as the invoice was being awaited.  Cllr Marriott was aware

                           and would follow up.                    

                                                                                 

                            It was proposed by Cllr Williams and seconded by Cllr Marriott to accept all the

                            payments made since the last meeting and to accept the current balance. Resolved All

                            in favour.

                          

 07/24                 Highways   

                            

                           Fen Lane

                    

                           Cllr Culliford had sent the information but no timescales were given for a response.

                           Cllr Brockway confirmed she would check.

 

                           Footpath Middle Street

          

                           Cllr North confirmed that it was very pleasing that the grass had been fully cut and that

                           the foot path was now easy to use and was being utilised. It was hoped that it would be kept in this condition rather than left to over grow at which point a much bigger job was needed.                                                         

                                                      

   08/24               Planning Matters

                           Cllr North referenced the following planning matters:-

 

                         PA 147538 The Old Rectory

                            PA  147539 The Old Rectory Listed Building Consent.

 

                            The Conservation Officer’s report was awaited.

 

                            Planning Enforcement

                            Outcomes were awaited on fencing at Middle Street and new dog facilities

                                                                                                                   

  09/24                Scampton RAF Base

                           Cllr Brockway advised that West Lindsey District Council were appealing the decision.

                       

  10 /24                Fibre Broadband Connection

                            Cllr Richards confirmed that she understood that there was now cable through the village It is Open reach Fibre. Quickline also have fibre but using them commits you to them as the single provider. In order to get an up date she would contact S. Brooks from Lincolnshire County Council.

 

  11/24                 Police Communications and Meeting Representation

                            Cllr North reported that she had attended the meeting which had been positive. Reports were now circulated but did not seem as detailed as previously. Agreed to wait and see.
