Minutes Of Burton-By-Lincoln Council Meeting Held On Tuesday 3rd March 2020 at Burton Estate Club At 7.00 PM

09/20                Apologies For Absence Were Received From

Apologies had been received from  Cllr Copeland,and Cllr  Russon

10/20                Declarations Of Interest In Accordance With Localism Act 2011 And Any Dispensations That May Arise

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde and Cllr Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

 

11/20                 Minutes Of Previous Meeting Of Tuesday 14th January 2020

It was proposed by Cllr Richards and seconded by Cllr Hyde to accept the minutes of the last meeting.

It was resolved to accept the minutes as a true copy of the meeting Resolved .All in favour

 

12/20               Report From District Councillors, County Councillors

Councillor Brockway

Budgets had been set by Lincolnshire County Council and West Lindsey District Council. The County Council had to find savings of £14million which was considered possible.

Extra Funding had been obtained for roads and drains.

The new Chief Executive for Lincolnshire County Council is D. Barnes.

The new crematorium is up and running.

As funds were available there were to be two extra green bin collections.

There is the Greater Lincolnshire Pub initiative to encourage pubs to let rooms due to the shortage of hotel space.

Health Watch Lincolnshire are looking for high level staff.

There is a problem with the Bus Service at Burton Waters but there does not seem to be a resolution as the companies will not service that route.

Councillor Cotton

West Lindsey District Council had set their budget.

Ian Knowles had been appointed by West Lindsey District Council  as Chief Executive          

Crime Report

Cllr North presented the crime report in Burton Village there had been heating oil stolen,

 

13/20                Clerks Report Including Matters Arising

All matters to up date appeared as an agenda item apart from there had been no positive response from AA or Green Flag when trying to ascertain how many call outs there had been to Fen Lane.

15/20                 Highways

Speed Reduction Signs

Cllr North reported that both speed signs were now working.

The battery charge seemed to last 6-7 weeks

Fen Lane

The Parish Council were all exasperated with the state of Fen Lane and the damage that was being done to the cars.

The Clerk reported that she had chased up all the referrals she had made on Fen Lane and on other areas. However, there was no forthcoming action. The emails that Cllr North received had hoped to start a repair process but that had not happened,

Cllr Brockway would take the matter forward internally.

Verge Mowing

Cllr North had checked it out but had been advised it was too early to know when the cuts would be done.

Village Sign

This had been chased by the clerk and she would do so again.

 

14/20                  Planning Matters

140609 Cllr Marriott reported that the neighbours had been notified and there had been no objections. The Parish Council having made further inquiries also had no objections. 

 

15/20                 Proposed Meeting Dates.

It was agreed that these were suitable.

 

16/20                 Chat Benches 

The Parish Council considered whether Chat Benches were suitable and came to the conclusion that there was not a suitable location. Therefore no bench would be so designated.                                    

 

17/20                  Internet Connection

Cllr Richards reported that she had received the quote from Open Reach for eighty eight properties but that quote was excessive as it was over £250,000.00. Great disappointment was expressed that the Parish Council had been originally advised that this was possible only to find that this was not the case. Cllr North on behalf of all the parish thanked Cllr Richards for all that she had done as there had been a lot of work to get the matter this far. Unfortunately, due to cost it could not proceed.

 

18/20                  LALC Subscription

 The clerk raised the subscription renewal for 20-21. It was proposed by Cllr North and seconded by Cllr Marriott to renew. Resolved all in favour.

 

19/20                   Cycling Grand Prix May 2020

The village was on the route for the Cycling Grand Prix. On Sunday 10th May 2020 church wardens had to get to the village prior to the road closures. Unfortunately, the road closures were early. Returning was not an issue as they stayed to support the sale of refreshments. Cllr North raised the question of a pass being made available and would speak to the Grand Prix organiser. Cllr Cotton raised the point that due to insurance roads had to be closed well in advance for events there was not a choice.

 

20/20                  Tree Planting

It was confirmed that no schemes were known.
