Minutes Of Burton-By-Lincoln Council Meeting Held On TuesdaY 14th January 2020 at Burton Estate Club At 7.00 PM

01/20                Apologies For Absence Were Received From

Apologies had been received from Cllr Vine, Cllr Copeland, Cllr Cotton and Cllr Brockway

02/20                Declarations Of Interest In Accordance With Localism Act 2011 And Any Dispensations That May Arise

Non Pecuniary Interests:  Cllr, Vine, Cllr North,Cllr Richards, Cllr Hyde and Cllr Copeland as members of the Burton Estate Club. Cllrs Vine, Cllr Marriott, as member and of the Burton Waters Residents Association and Secretary of Burton Waters Resident Group.Cllr Marriott, Cllr Richards and Cllr North as subscribers to the Burton Church Lottery Fund. Cllrs Marriott as shareholders in the Burton Waters Leaseholders Company.; Cllr North is Treasurer for Burton VCC and a member of Burton VCC lottery committee, Company secretary for the community intelligence group, Cllr North Treasurer to Sprinline PCC.

03/20                 Minutes Of Previous Meeting Of Tuesday 12th November 2019

Cllr North gave the update on the bus stop that the County Council had surveyed the bus stop but not considered it a danger. They had agreed to keep it under their observation and responsibility

It was proposed by Cllr Richards and seconded by Cllr Hyde to accept the minutes of the last meeting.

It was resolved to accept the minutes as a true copy of the meeting Resolved .All in favour

 

04/20               Report From District Councillors, County Councillors

No District Councillors were present.

Crime Report

Cllr North presented the crime report in Burton Village there had been a parcel removed and in Burton Waters the gym locker had been broken into.

 

04/20                Clerks Report Including Matters Arising

All matters to up date appeared as an agenda item.

Cllr Marriott raised the point on Tree  Preservation Orders and that they had been extended to cover more trees towards Lincoln. He requested the clerk to ascertain the position and what were the areas covered by TPO’s

Proposed by Cllr Richards and Seconded by Cllr Hyde to accept the payments since the last meeting’ it was Resolved to accept.

Proposed by Cllr Richards and Seconded by Cllr Marriott to accept the balance. It was Resolved to accept.

It was proposed by Cllr North and seconded by Cllr Richards to appoint C. Hewis as the external auditor. It was Resolved to accept. All in favour.

 

06/20                 Highways

Speed Reduction Signs

Cllr North reported that the speed sign at the bottom of the hill was fine, however, the one at the top stopped functioning. The manufacturer had come out and it had been repaired under the guarantee. Cllr North agreed that she would get in touch with an appropriate handy man.

The battery charge seemed to last 6-7 weeks

Fen Lane

The Clerk reported that she had chased up all the referrals she had made on Fen Lane and on other areas. The highway department had only responded on one matter to say that the case was closed regarding the drawing of the white lines and word “Slow”. It was hoped that Cllr Brockway could pick this up. It appeared that both the AA and Green Flag motorist service had been called out to this location at numerous points due to the pot holes and motorists getting stuck.  It was agreed that the clerk would see if AA and or Green Flag would confirm the position.

At the roundabout by Fen Lane/ Burton waters there was a series of ruts which seemed to be getting bigger. It was agreed that the clerk would report it.

Verge Mowing

Cllr North had checked it out but had been advised it was too early to know when the cuts would be done.

Village Sign

It was clarified as to the exact location. The clerk to confirm to the County Council.

 

07/20                  Planning Matters

139494   This was granted but plans had been changed. There are also numerous conditions.

Hall Drive A referral had been made and an outcome was awaited,

 

08/20                  Internet Connection

Cllr Richards reported that she had submitted all details to Open Reach and an outcome was awaited.
